Water Security Investment Program
About the Water Security Investment Program
South East Queensland has a safe, reliable and resilient water supply system, stemming from careful and ongoing water security planning and a diverse asset base.
Seqwater’s Water Security Program 2023 sets out a 30-year plan to ensure we continue to maintain high levels of water security for South East Queenslanders. The Program sets out our plan to continue to provide a secure water supply through maximising the use of existing assets, as well as investigating future water supply options.
Our team continuously assesses upgrades and augmentations to the bulk water supply system, to ensure peak demands are met, system resilience is maintained, and long-term water security is provided.
Under current levels of demand, the region has enough spare supply to manage through dry periods. However, as SEQ’s population continues to grow and threats to water supply arise – such as climate change – it’s important we’re well prepared.
Modelling shows enhancements to the SEQ Water Grid will likely be required within the next decade, with the next major enhancement of the Grid likely required by 2035. Therefore, it’s prudent that Seqwater start planning now.

You can read the full Water Security Program here. The latest version was published on our website in October 2023. The Program sets out our plan to continue to provide a secure water supply through maximising the use of existing assets, as well as investigating future water supply options.
Our strategy is flexible, it guides us and is adaptable to suit circumstances as they arise. Our team continuously assesses upgrades and augmentations to the bulk water supply system, to ensure peak demands are met, system resilience is maintained, and long-term water security is provided.
In addition, we ensure our planning continues to meet the Queensland Government’s desired level of service objectives for drinking water.
Seqwater works closely with our water supply partners, commercial and irrigation customers, and the Queensland Government to determine the future water supply needs for South East Queensland.
Our team uses the demand forecast data provided by our water supply partners (Urban Utilities, Unitywater, City of Gold Coast, Logan City Council and Redland City Council) together with other contracted volumes, as our main guide for water supply planning.
These forecasts help inform future planning decisions about whether – and if so, when – existing bulk water infrastructure needs to be expanded, or new infrastructure built. Seqwater continuously assesses current water use, historical data and projected water demands to adapt our ongoing and future operations.
Modelling shows enhancements to the SEQ Water Grid will likely be required within the next decade, with the next major enhancement of the Grid likely required by 2035.
Our team is progressing the Detailed Business Cases for three key projects – the Wyaralong Water Treatment Plant, the Gold Coast Desalination Plant expansion and the Northern Pipeline Interconnector Stage 3. The Detailed Business Cases will sure up delivery timeframes. We will continue to provide updates as these projects progress.
